Ken Halliday is expert witness at UK’s first fracking Public Inquiry

Stephenson Halliday is currently involved in the Public Inquiry into the Fracking proposals by Cuadrilla at two sites in Lancashire.  We are providing planning and landscape services to the Roseacre Awareness Group ‘RAG’ who are one of the Rule 6 parties opposed to the development.

Landscape Expert Witness

Ken Halliday is acting as expert landscape witness.  His evidence includes a critique of Cuadrilla’s landscape character assessment and the methodology used in their assessment of the proposals.

Ken’s evidence is supported by a detailed residential visual amenity assessment which demonstrates the impact of the proposals on the closest properties and photomontages which illustrate how the proposed infrastructure will appear on site.

Planning Expert Witness

Our associate planner, Gordon Halliday, is acting as expert planning witness for RAG.  Gordon has drawn on the technical evidence in relation to landscape, noise and transport and carefully considered the relevant policies against which the proposals are assessed. Our planning team have been on hand throughout to provide RAG’s team with expert advice.

The Inquiry commenced on 9th February and is due to run for 5 weeks.  In the lead up to the Inquiry, Stephenson Halliday has worked closely with Cornerstone Barristers and with RAG’s expert witnesses to prepare a robust case against the proposals.

Both Ken and Gordon are assisting Cornerstone’s barristers with the cross examination of Cuadrilla’s own witnesses during the Inquiry.

Stephenson Halliday has taken on a co-ordination role on behalf of RAG, steering them through the Inquiry process.  We organised the submission of the statement of case and proofs of evidence to the Inspector, and are dealing with the day to day running of the team during the Inquiry.
